LEI Innovates Tomorrow Community Level-Up Program

Empowering subdivided flat residents and university students to co-create humanitarian tech products to improve the living conditions while enhancing STEM knowledge and entrepreneurial skills through workshops on product design.

Social Problem

  • Changes in housing policies (halting subsidized home construction and tightening public housing eligibility) triggered soaring property prices and rents, forcing 214,000 low-income residents into subdivided flats averaging 6 sq.m per person. Landlords profit from partitioning old buildings, exacerbating housing inequality
  • Over 90% of subdivided flats exceed air pollutant limits. Cramped spaces, shared sanitation, and cluttered escape routes with illegal wiring heighten disease transmission and fire risks, causing long-term physical and mental harm to occupants
  • Rent consumes 32% of tenants’ income (68% higher rent/sq.ft than citywide average). Low education, unstable jobs, and scarce educational resources trap low-income families and new immigrants in intergenerational poverty

Social Innovation

  • Improve the living environment of low-income groups by distributing air purifiers designed for units in subdivided buildings
  • Provide employment opportunities to low-income groups by recruiting residents of subdivided building units to become assistants and engage in work related to air purifier administration, distribution and related workshops
  • Organize entrepreneurship and employment skills improvement workshops to cultivate STEM knowledge and entrepreneurial skills of residents of subdivided building units and enhance their employment competitiveness

Expected Social Impact

  • Distribute 500 air purifiers to SDU residents
  • Organise 10 employment workshops and humanitarian innovation workshops for 200 SDU residents
  • Co-create 5 humanitarian technological products designed to improve the living environment in SDUs
